The SCCI issued a press release regarding the results of the competitive tender for the review of proposals for the creation of a GSM-1800 network

On April 28, 1998, the State Committee on Communications and informatization of the Russian Federation (the "SCCI") issued a press release regarding the results of the competitive tender for the review of proposals for the creation of a GSM-1800 network. The SCCI announced that two companies would be awarded licenses for the GSM-1800 standard in each of eight regions which in the aggregate cover the territory of the Russian Federation. VimpelCom or its subsidiary, KB Impuls, was listed as one of the winners for each of the following five regions: Moscow and Moscow region; Central and Central Black Earth region; Volga region; North Caucasus region; and Siberian region. According to the SCCI's release, the terms and conditions of the licenses should be drawn up within two weeks from the date of the press release.
